Having trouble getting my "creative juices" flowing this morning! WS...is he from a shop or attraction. I'll start with Mexico~part of the Gran Fiesta Tour with the Three Caballerous?

Not a building and not in Adventureland.

Mine IS from Frontierland.

Looks like you have MORE snow on the way later this week! We had about 30 seconds of rain this morning ; light breeze from the north and a "temperature drop" to 64! Northern part of Texas is having blizzard conditions! My spring allergies DON'T appreciate this!

So yours is not an attraction, shop, food service, or part of a building, so it's just "there"? How about a souvenir cart?
