Since water view is a bookable category, and more $$, odds are against you getting that request. But you never know. Here's hoping for some pixie dust.
Aruba is a great location. When you check-in I would request building 51. It is a very short walk over the bridge to OPR and the main pool. Like under 5 minutes.

Thanks! I know, I hate paying for water view and then sweating it out, that we might geta quiet pool view instead. I wish they would just make lake view its on category, so I didnt have to stress. Last time, our "Water view" was a view of a quiet pool that we couldnt even see, because the bushes were so overgrown. We complained and were moved to a beautiful room, but Im hoping avoid the complaint part this time. LOL
In my opinion, paying for a water view at a moderate is a waste of $$. Because there's no balcony, the only way to enjoy the view from your room is to have the blinds open. We don't like the blinds open all the time because people walking by can see our business. So we will step outside the room to enjoy the view and once outside the room it's no big deal to walk 10-15 steps to gaze at the lake.

If you aren't arriving for weeks yet, how do you know for sure that you are staying in Aruba? We are staying at CBR Aruba in a few weeks. Is Aruba 51 close to a bus stop?
