I think it depends on what you want to see and do, and what your budget is.
If you want to do
every meet-and-greet, fireworks, and the parade, and do every trick-or-treat trail, I don't see how you'd get that done in 1 night, even without rides. If you want to do a couple meet-and-greets, many trick-or-treat trails, and get an adequate view of fireworks and the parade, that should be very doable on just one night. If you want to take things slow, get photos of everything, etc. then 2 nights is probably a better choice.
Is it realistic to expect that your friends will not want to go on any rides either? Or are you not really spending much time with them? If you (or they) go to the park less than 3 times a year, I personally find it hard to imagine being at
Disneyland and not going on ANY rides, so if that's the case for them, you may have to factor that in.
On a Friday in 2010, I felt it was very busy, but we managed to do many treat trails, one meet-and-greet, an adequate view of fireworks and the parade, and several rides. We had fun, though I would have had more fun if I'd realized just how crowded it would be and set my expectations accordingly.
My feeling is that if you can afford it,
and if you don't already have regular tickets for the parks Tuesday,
and if you love villains, dressing up, special meet-and-greets, and/or Halloween, it could be a lot of fun to do 2 nights instead of 1. It's pricey but you're getting 7 hours in Disneyland (including 4 party hours) for what, $54? That's not awful.
If you already have regular tickets for the parks for Tuesday, then I personally wouldn't spend the money to basically add on 4 hours of (party) time at Disneyland. But if you don't mind spending the money and you think it'd be fun, then have a great time and enjoy.
