When I was there last year (Jan 2010-Jan 2011 was my program), Vista was fairly party central, as befits its reputation. I heard Patterson and Chatham were a little less crazy. That being said, I lived in Vista and didn't have too many problems. Everyone's fairly courteous about others and if they're not, you can always call security..!
