Gratuity Included at Pepper Market This Year?

We've eaten at the Pepper Market many times on the dining plan. Last year the gratuity on the plan was discontinued and when we ate at the Pepper Market the staff reminded us that gratuity (the 10%) was no longer included.

Now I see from the reports I am reading this year, people are saying that gratuity at the Pepper Market is included. Is that true?

Perhaps the QSDP changed this?

I was there last august and the MANAGER told us that the tip was still included in the ddp, so it should be this year.
