Why an exchange fee for DCL but not rest of DC?

Never realized that there is no exchange fee for the hotels in the DC but there is an exchange fee for DCL. Why is there an exchange fee for DCL?

My guess is the administrivia necessary.

Its easy for MS to book a Disney hotel - its the same as booking a DVC resort.

It took almost an hour to sort out the cruise.

There is a lot more involved with exchanges and other things.
