DVC can (and sometimes does) buy back any DVC contract that in their opinion is under priced.

LOL... it's "Right Of First Refusal"... just means that Disney has the option to buy back contracts that are for sale before anyone else can. I'm sure some of the pros can give you a much better definition though :)
