If they don't want to spends the money for a full monorail, then they need to look at a system like the Metro People mover in Miami, which uses small automated bus type units that run on an elevated concrete raceway, at each stop the doors open and an automated voice gives instructions, here is a picture of the mover.

A peoplemover would probably cost as much per mile as a monorail like Disney's.
I believe a peoplemover would only be needed in the downtown Disney area, simply as an alternative to the one and only way in and out -- automobile clogged Buena Vista Drive. The buses do a good job elsewhere.

Because there are no personnel needed at each station, each bus is automated, the only personnel they may have and I don't think they even have this is someone watching a video monitor, no-one to run the bus or open or close doors.
A monorail driver told me that the plans for an Animal Kingdom monorail are ready. The construction was ready to start when Eisner pulled the funds for "other uses.":mad:

I did not pull funds. The rumors of expanding the monorail to AK are just that -- rumors. Remember to buy the kiddies some souveniers!
