Better value to stay offsite Downtown DW - or stay at an All-Star/Mod ?

Next year we want to go again to WDW. Cost constraints. No use of a rental car.
Looking fo late June/early July - prime season.
We have an annual pass & Disney Club card.
Family of 4, DH, DW, DS (9 years old) and DD (7 years old)

Would it be better to stay at a hotel like HIFS outside of Downtown Disney ?

Or - Would it be better to stay at an All-Star or Moderate WDW resort ?

Without a car, definitely stay at an allstar or moderate. You should be able to get a very good annual pass discountno matter when you go.

If at all possible try to stay inside. All the resorts are themed so wonderfully!
