So your clues indicate it is in Epcot...which is really kinda mystifying as I can't think of anywhere but Norway or Canada where this ENT must reside 'in theme'. I just don't have a decent guess. But I have seen his face before!

Taken this week, just beyound the Art of Disney Store as you're walking towards the fountain in Epcot. I have never noticed this before, so it may well be an extra goodie for the Flower & garden festival.
