With airfare so cheap to Tampa, and still high for Orlando from Philly we were starting to think about going from Tampa, but we won't have a rental car. This is a bare bones budget trip. We were planning on taking the bus from the Orlando airport to WDW - at cost of $2.20 per person/ round trip. Is there a city bus from Tampa? Are their any other options? We don't want the extra transportation to outweigh the savings!

Don't fly into Tampa without a rental car. I suspect you may be able to piece together a cheap way to go (maybe a bus to somewhere in Tampa, then another bus to Bush Gardens then a shuttle bus to Sea World....)but you'll waste 2 days.
If the airfare is cheap enough rent a car with the savings.
A car gives you the ability to save money of food (supermarket, fast food, etc.)
Depending on how many people are in your family driving may be an option.

Your best bet is to rent a car at Tampa, by the time you get a taxi and a city bus you could be in WDW!! We have flown into Tampa several times, rented a National car for the day, then drive to WDW and return the car in WDW the next day.

We decided to fly into Tampa from Philly b/c the prices for flights into Orlando early in am & evening were (& still are) really high. We got $143 Nonstop RT from Philly to Tampa. Our rental car is $148 for the week. That's still cheaper than flying into MCO & paying Tiffany for a shuttle. We may be wasting our good arrival time driving to Orlando, but didn't think we could pass up $143 RT airfare. Good luck!!!
