Where to meet family at TPA?

We are flying into TPA and will be picked up by family. We will more than likely just have a carry on. Where would be a good place for family to pick us up? Should we have them get us at the departures? Down at arrivals? Or maybe at a car rental?

the easiest is the arrival area.

Are cars allowed to stop to pick up arrivals? Just don't want them to have to park the car. Thats why I even thought of the rental car drop off area.
