Just spent 6 days/5nights at RPR and the parks. Great time! Hoping to post a trip report when I have more time.

True. We were told by Linda at ROTM when we rode on Monday morning using our RPR key that we would not be allowed to use the key for that ride again until after 3PM. (We did use single rider line after that, however.) I do not remember any other ride that we went on that used a scanner that told the ride attendant what time we last rode, and had no problems using our keys on other rides.

So, the new FOTL policy didn't effect your time at the parks negatively? But, then, you said they only held you to it for ROTM, correct??

Yes. The only ride that I heard of this 1 ride before 3PM rule was ROTM. The attendant ran our room keys through a scanner and a screen indicated how long it had been since our last ride. One day when we were there I saw that the screen said ineligible since only 56 minutes had elapsed since last ride, but the attendant did not say anything and let me through (BTW, the ride had broken down for the earlier trip).

On all of the other rides, except the Hulk, the attendants were looking only to see that we had current dates on our key cards. They did not use scanners. The scanner at the Hulk did not have the same screen as the one at ROTM.

So, no. The new rule did not have a negative effect on our trip. WE were far more bothered by the daily rainstorms. Each afternoon all outdoor rides as well as resort pools and boats shut down due to lightening. Understandable, but still put a damper on things.

are you saying that you have to wait an hour between re-riding with FOTL then you can get back on the same ride with FOTL priviliges after the hour has elapsed????

No no. The scanner tells how long it's been since the card was used last. If it's after 3, the scanner will show how many mins have passed and then you'll be let in. If it's before 3, then they won't allow a reride, unless there are Other Circumstances...
