Disney Express Baggage Service

Can someone explain to me in detail how this service works. Everytime I read about it, it seems there is something else to bear in mind. For example, it says you should pick up your luggage tags at the Disney Express counter at Waterloo station. Well what do you do if you board the train at Ashford? Then I read you can get the luggage tags on board the Eurostar train from the Disney reps? Where are the reps on the train and how will I be able to spot them. Then when you return on your last day, what do you do with your luggage when you check out? Is there a disney express counter in the hotels? Or do you have to take your luggage to the station first and then go on to the theme parks? ALso I read somewhere that when you return, there is a charge for the luggage tags regardless of if you have pre booked this service or not? If someone can point me to a web site that explains how this service works, I would be very greatfull.
Strange that for once I am more confused after reading Simon's Brits Guide. Normally these guides (the Orlando one especially) explain everything very clearly. Not in this case I'm afraid.

If you can't get your tags at Ashford station then they will give them to you on the train - you don't have to find the reps they come and find you. They have several reps who spend the journey walking up and down the cariiages, talking to people and sorting out stuff like that.

When you check out you give your luggage into the 'luggage depot' at your hotel and then pick it up at the 'luggage depot' in the DLRP station later in the day when you are going to leave.

In my 3 visits I have never paid for a luggage ticket and they've given me as many as I've needed.

We used the service. At Waterloo when we met the reps they gave us the tags and then when you get to Paris you take it to a special desk I think. It was all very straight forward and easy to use.
