The 240 Rule

About a month ago this rule pertaining to flight delays was discussed on this board. I didn't print or save it:rolleyes: and now I can't find it, even with doing a search:o Could someone either post a link to that thread, or refresh my memory as to the particulars of the rule? Thanks so much for any help.:D
