cash reservation discount?

Hi,
I'm a new DVCer (bought WL in Jan, but haven't gone home yet) and I read on a post somewhere about 25% discount on cash reservations for DVC owners. Is this a special or is it always an option if rooms available? Is this for DVC resorts only? Or any WDW resort?

The 25% discount is for DVC members staying at DVC resorts only. We cannot make a discounted cash reservation for someone else.

It is available only if the resort doesn't expect all of the rooms to be reserved using points- thus it will almost never be available until well within seven months.
