Annual Pass Discounts

I was wondering if AP discounts are usually for resorts undergoing renovation. We've noticed good prices for several resorts that were under re-construction or the pool was closed or some other MAJOR inconvenience. Are the discounts ever for resorts without any "issues"?

Yes, but I suspect all bookings (discounted and regular)are slower in those resorts so there will be greater availability.
