I have a handicap parking permit issued in NY. (Can't walk long distances) Can this be used in FL?

Yes, it can be used in Florida.
The only jurisdiction in the entire country that will only recognize its own placards is the District of Columbia. Contact your Senator and/or Representative to complain!

Yes, but be aware that if you are parking in the handicapped parking lots at the WDW parks, there is no parking tram to take you from the lot to the park entrance. In most cases, you would be getting closer to the park entrance by parking in the regular lot and taking the tram.
At AK and the Studio, the handicapped parking areas are close to the entrance. At Epcot and MK, you will have quite a hike.

They now have wheelchairs in a corral area at the handicapped parking. You can borrow one to get you to the entrance so you can rent one. Only time this is a problem is if you will be renting an ECV from the park. Where you drop off the wheelchair is not the same place as where you get the ECV.
