My wife and I will be going down in April and we were wondering if we could eat at the resorts without staying at them. We will be going to IOA and US but we have offsite room. We have never been to HRH and would like to go over and have lunch or dinner.

Yes, you can eat there without staying there. If you would like to try something fancier you can try Emerils Tchoup chop at the RPR. It is fantastic.

I highly recommend The Kitchen at HRH. Had an awesome dinner there.

Thanks for your replies it helped out alot. Another question will we be able to ride the boat from citywalk to HRH?
Or will we have to take another way?

Yes, you can ride any of the water taxis from Citywalk. You do not have to be a hotel guest to do so. You can also walk from Citywalk to HRH. It's about a 5 minute walk along a path with beautiful trees and plants.
