Question for Canadian Web certicate card holders

I just called the 1-800 # for web certificates to get a card sent to me (I didn't know that I had to have a web-certificate processing at the time ~ I just wanted the card first). Anyways, when I told them that I lived in Canada, they said they don't process to any Canadian citizens. If that's the case, how did any of you receive your web-certificate card, and how do I go about it???
