I've used Bill Me Later on Buy.com. It's an o.k. option if you don't have a credit card or don't want to use one but the interest rate is kind of high if I remember correctly. You get a bill in the mail every month. They don't have the option yet of paying your bill online.
I've never booked with hotels.com, I can usually find the same or better price on the actual hotel or carrier's site or on something like Expedia. Their "guarantee" seems kind of stupid, it says they guarantee the lowest prices but if you find one lower you have the option of cancelling your reservation with them and rebooking where you found the lower price.

Can you really pay off your vacation in monthly installments? That would be GREAT for me.
