Wait List/borrowing question

If points needed for a wait list request in the current use year would have to be borrowed from the following use year:
1) Do they have to be officially borrowed before getting on the wait list?, or
2) Can you hold off and borrow once the wait list comes through?

MS will never borrow any points without an accompanying reservation. In this case, no borrowing would occur until the wait list opening was available.
