My nephew maybe able to go with us next year, can I go ahead and book a cruise for my DD and I and then when it is confirmed he can go add him later? I am planning on booking a navigator .

Possibly. DCL limits the number of children on each sailing to assure that all kids have access to the children's programming. As long as they have not reached their quota of kids for the sailing, or have not reached capacity on the cruise, you should be able to add him. Just do so before final payment is due at the 60 day mark.
Keep in mind you would be paying the rate in effect for the 3rd person at the time that you add him. :)
You also need to make sure the cabin your in will support the number of people that may go. If you have a specific cabin currently, check it's occupancy.

One other thing to remember is that you may end up paying more for your nephew if you wait to book him later. You would only have to put a $250 deposit for him now and as long as you make any changes before the 60 day mark you would get that money back (if you book through a TA, they may have a charge to change/cancel ressies though).

Plus, keep in mind that even if you have a room that holds say three for example, and you are only a party of two now, that does not guarantee availability later on. As was mentioned above, the ship fills to capacity according to ages under 18, the dining rooms, and most importantly the lifeboats. So, if their quotas for lifeboat drill areas are full later on, then you may not be able to add another occupant to your room even though there is a bed in there, for example.
Another good point is that the earlier you book, the better the rates. Better to do the deposit now, as was mentioned, and cancel prior to the 60 day window if necessary. Good luck!

We are thinking of adding my daughters friend and we were told that we could up to the 60th day before. (We have room in our stateroom). But we got the FL resident rate and she won't because the ship is sold out on FL rates and early seating is full so they said if she comes, we will switch to late for everyone in our party. I told them that was ridiculous for 1 person especially since we were a party of 7. I don't think DCL has tables for 7 and I didn't think they would put us at a 10 with 3 other people. They told me if she wants to go, that they may be able to work something out so we all don't have to change our seatings. Hope this helps, but if I knew then, I would have added her and then just taken her off and applied my deposit elsewhere. She would have gone much cheaper that way.

It is easier to add him now and pay the deposit and then drop him before final payment if he is unable to go.
I would add him now rather than take the chance of him not being able to be added at a later date.
