Since I'm new at this i need some advice.
What are the best measurements to take when starting. Waist, hips, chest, what else? Is there someplace that explains the proper way to do it and track it.
Any advice would be apprecaited.

Shoulder to shoulder. Did you ever get a top or jacket and thats where it's been too tight? Right across the shoulders. They measured it across the back from one end of the shoulder to the other.
I've even lost inches on that!

I do bust, chest (area under bust), waist, hips (I go around the biggest part of my belly), and thighs (I measure around the outside of both thighs at my "saddlebags" with my feet together).
You really can't mess up as long as you do the same measurements the same way each time. I love to see the inches fall off!!!
