I just read mousesavers website where you are quoted about the Emerald club policy. Where family members are allowed to drive, without additional charge, under the guidelines you stated. Is this true?? I would love you to be correct. I had made a call to National a few weeks ago and they told me only the spouse or a business associate could be an alternative driver with out a fee. By the way, I hope I was correct assuming Gail H was you.
from national's web site:
"Authorized Drivers
Free (in the United States and Canada) – An Emerald Club members spouse, business partner, employer, or fellow associate who has an assigned corporate contract with National and drives the car for business purposes.
All other additional authorized driver situations are subject to a daily charge."
Not sure about family members other than a spouse, but it would be nice if they were!

that is what the 2 folks I spoke with on the EC hotline told me.
If you are EC members, give the folks a call. Not the reservations line, but, the Emerald Club hotline. It will be in the information sent to you by EC.
Yes, I am the Gail H. and, I think you read that information here, I just told Mary about the screen asking to charge your card, but, not to worry as it is a default screen. This is when you sign up for free EC membership via Turner Travel's website.

Yep, I know what it says, and I spoke to Suzanne at EC about it.
I told her I thought it was very poorly worded ( I did this nicely) and it sure needed to be a bit more inclusive. She agreed and said that anyone needing the info can call them.
