The official US website still says that multiday ticket holders receive express access for the first two hours the park is open. Does anyone know if this policy is still in effect?ˇ

Universal Express is changing to something like Fast Pass, but you get to choose your own time and get 3 passes with a multiday pass (1 if you have a one-day pass).
