Universal Studios and Express pass?

What is Express Pass? I heard so many diffrent things 1)you only are intitled to this is you stay at a hotel? 2) If you have a multi day pass during the first two hours you get express line and finally 3)Express Line is like fast pass everyone can use it. So which is true?

The correct answer is #3. Universal Express is like Fast Pass, except multiday ticketholders get 3 passes and one-day ticketholders get 1 pass. You can get a new pass in 2 hours or when you use your first pass.
