dollar.com frequently has problems and as dpappas found out, Dollar does allow these promotions to be redeemed through their telephone reservations.

I was able to get a full size car for late June for a weekly rate of $128.99. This was available without entering in any promotional codes. Since Dollar is at the airport this is a GREAT deal! Also you can join their Fastlane club for free and get in and out of the airport even quicker.
