This site has good info on beaches. Shell beach I assume by the name is good for shelling.

I've never been, but know several folks who have. It's a major attraction there.

The best beach in Florida, by far, for shelling is Captiva--a small island off of Fort Meyers on the Gulf Side. I don't shell though. But I've heard so many people talk about it.

If you want lots of different and unusual shells, Sanibel/Captiva Islands are the place, they have a reputation for being world class shelling beaches. There's even a poem about the "Sanibel Bends" that you get from walking down the beach stooped over, for fear of passing over a great shell.
