Confusion over Universal Express. Need answers please.

Do you have to be staying onsite at Universal to get Universal Express passes? I read the blurb on how it works and how you get to go into US and IOA early on certain days. Maybe I'm being dense (or I'm just so excited about our upcoming trip - 11 days to go - that I'm not getting it) but I need some clarification please.
