Free Soda in Cat 3?

I have read that those in Cat 1 and 2 have received free soda through concierge. Does anyone know if this applies to Cat 3 also?

When we stayed in our Cat 3 last Jan, we did not recieve free soda.

We received an inital set-up of about six sodas that were free in the Cat. 3 suite, and if we wanted more we had to pay for it.
