Need recipe for sturdy cut-out cookies

I have to make 25 hand-sized cookies that will be heart shaped. They are going to turn them upside down and decorate them as Santa wearing a hat.

I need a rolled sugar cookie recipe that will give a strong cookie. (Strong cookies -- there's something you don't hear everyday!)

Over on the CB board is a great pic of some cookies KaraKW and her family made. There is one set of cut outs that seem to be strong enough to "glue" pieces together to make a shape using frosting. My guess is they would work for what you need also.
