Do the Rugrats and Blue's Clues characters make appearances at Universal Studios? If not, does anyone know if there is a theme park where they do?

It's usually Tommy, Chuckie and Angelica. They might not be around all at the same time. Maybe one or two at a time.

Blue, under by knowledge does not appear at Universal. But if you go to a Paramount park, you will find her there!

The park is generally void of characters (been there 10 times over the last 6 years). Last week did see the car drive by with the Ghostbusters, Groucho, etc.
