Swan at Shades of Green Rate or Gov't Rate??

I can get Swan at $129 under the gov't rate or $124 under the Shades of Green rate. According to SoG, I will have to pay the $8 resort fee. Should I make the reservation under the gov't rate and try to get out of the resort fee when I check in, still saving me $3 per night????

Our SOG overflow rate at the Swan in April 2001 was slightly lower than the Gov't. rate offered by the Swan. We went with the SOG overflow rate, which if I remember correctly was $115.00 per night.
