Frequent Flyer miles for rental car?

I can never seem to get frequent flyer miles when renting car locally (ie, not flying in). I was always told at the counter that it's not applicable. Has anyone got miles/points without in conjunction with a flight before?

whenever I rent from National,I get miles on my onepass account(Continental) regardless if I have flown with them or not.
