Which of the two parks is less crowded on non EE DAYS : U.S or IOA ?

Early Entrance days don't make any difference in crowds at Universal Orlando, like they do at Disney. Generally it seems as though USF is always slightly less crowded then IOA with the exception of Men in Black.
