Would it even make sense for us to get a Dining plan if we are going during the Food and Wine Festival?
Can we use the DDP for the festival food at Epcot?

Snack credits have been redeemable for any food and non-alcoholic beverage selection at the kiosks in World Showcase. Otherwise, DDP credits can't be used for festival offerings.

Getting the DDP while F&W is going on really depends on how many table service meals you want to eat or how many meals you plan to substitute with F&W tastings. My family get the DDP because we like to have at least one sit down meal per day. We use the snack credits for the F&W samplings - which are usually plentiful enough that we can make a lunch out of one round of sampling. As a result, we usually we have counter service credits left over, but it doesn't really bother us because we've spent enough at dinner to usually cover the cost of the DDP.

If we go during food and wne again, we will think about doing the QSDP. Assuming that you can still use snack credits at the F&W kiosks, having two snack credits/per day will be really nice.

Historically, yes, the food items have counted as snacks on the DDP.

We have used the snack credits at the Food and Wine festival and I think it is a good time be on the DDP. It works out pretty well and saves a few $$. Most people wind up with left over snack credits when going to Disney at other times of the year. You get a tasty treat instead of the typical cookie or box of popcorn snack.

Last time we went (Sept 2009) all non-alcoholic menu items were snack credits, even the $7 lobster roll.:goodvibes
