I've spoken to 2 CMs today and both told me that I could not pick up tickets on a package early. It has to be day of arrival for that package.
When did this change?

I would bet the CM was misinformed... Which unfortunately happens often.

You'd be amazed how often that happens.

It is true. We did a room only reservation for our first night on our last trip. We had to wait until the next morning to get our park tickets.

Take anything the CMs on the phone tell you with a grain of salt. They don't actually work at the parks - in fact they could be in another state altogether. Unfortunately, they often will tell you things that aren't correct, but since they don't actually work in the areas that deal with it, they don't necessarily know and either are told how or don't want to bother looking it up.
Officially, you CAN get your park tickets early (up to three days) at the Guest Relations location at any of the theme parks. This comes direct from Cheshire Figment, who is a ticketing CM.

Who did you ask?
At the resorts, you MAY be able to get them early if you are staying at the same resort as your package, but typically the manager has to get involved.

Ok, now I'm confused. I specifically asked to speak to a CM about tickets and she was adamant that it couldn't be done. I hope Cheshire Figment sees this!

He will.
But until then, I can give you the answer
You simply go to any Guest Relations at the parks or DTD (up to 3 days before your check-in date) and give the CM your resort package info.
The Guest Relations CM can check the resort info and issue your package tickets on-the-spot.
When you do finally check in, the resort can still put your tickets "onto" your room key-card.
EDIT:
Below is his answer from his Ticket Sticky at the top of this forum-
Post #15
I. Picking up Package Tickets Prior To Start Of Package
In cases where Walt Disney World Resort Guests would like to begin using their Package Tickets prior to the day of check-in (up to three days in advance), the Guests will be directed to visit any Theme Park Guest Relations location and request Early Ticket Pick-Up.
It is only valid for people with packages at a Walt Disney World owned and operated Resort. You can be staying off-property at the time you pick up the tickets.
There is a possibility that if your package and the stay prior to the package are at the same Resort that you will be able to get the tickets at the Resort and not have to go to a Park Guest Relations Office.

In addition to Robo's refering to Post 15-I of the ticket sticky, also look at the part of Post #20 that deals with telephones.
