There is a drugstore on PCH across from the Pier (I think a CVS) that I remebered had beach stuff.

Beach blvd a bit north of the beach (still in HB) has a Target (near Edinger) and a WalMart (at Talbert) - so if you're heading from DL, those would be on the way. Main street near the pier has some assorted shops that would definitely have towels and maybe sand toys too.
