Do the pins you purchase through the RSP count towards the PWP pins that you can buy? Or do I have to spend another $750 at the event to purchase those special pins?

It is the pins you purchase on RSP1, RSP2, and RSP3. After any discounts which you may be entitled to and before any sales tax is added.
