tip vouchers for oceaneer lab counselors?

Is it possible to get vouchers from guest services to tip other personnel besides the normal crew? Would I be able to charge a tip voucher for an oceareer lab counselor if DS10 enjoys the lab and takes a liking to 1 of the counselors?
I know people give phone cards but Im not sure if I want to do that. Would I need to keep extra cash available? Or can I charge something like this to the room?

The children's programming counselors are not tipped. They are paid a normal salary for their work and do not depend on tips for their livelihood like the tipped positions, and tipping is neither encouraged nor expected.

That said, some folks do like to give the counselors small gifts such as phone cards, etc. and that is okay. Guest Services will not be able to have you charged anything to your room account except tips for the normal tipped positions.

I gave cash to the CMs in FRN on my cruise last year. The only tips you can charge are those on the form they give you.
