Connections resale legal?

Hi all,
I'm constantly seeing Connections vouchers for sale on ebay. As an example, there is a 10 Q&C voucher lot up (From connections costs: $110 + shipping) going for $159 + shipping.

Is this legal or against connections rules? If we buy them is that not ok?

Why buy them at am inflated cost if you can get them yourself. I am going to try the one month membership.
