If this is set at purchase time and not changable...is there a strategy for picking a particular month?

Once it's set, you can't change it. some think it's important, others do not. It really depends on when you will travel and how likely you are to need to change or cancel on short notice. In general, it is best to have a use year within 6 months of when you would normally travel. If you're looking at a resale and find a good deal, I wouldn't pass it up just becaue of the use year.
