We are a family of 5. Our two youngest will be 2 and 9 months at the age of travel. My 2 y/o will want his own meals.. believe me, this boy can EAT!!
We've already paid for our trip in full. Will I be able to purchase the dining plan for him even though he's only 2?

You can try to age them so they are 3 on your reservation, but then you'll need to purchase park tickets for them as well.

No, you won't. Children under age 3 are not eligible for the dining plan. The only way you can get a plan for your two year old is to register him as age 3. If you are on a package with tickets, you will also have to buy him a park ticket, because as far as Disney is concerned he will be 3 and 3 year olds need park tickets.
If you don't want to do that, then you'll have to plan to purchase meals for the two-year-old at CS and a la carte restaurants if he isn't going to share.

With the ticket purchase factored in, you might be better off just going OOP for the 2-year-old. The good news is that he'll be free at any buffet/all-you-care-to-eat/dinner show.
