We are definitely doing DxDP regardless of what offers Disney comes out with for the fall.... however IF they offer free dining and they end up offering QSD to Value resorts and DDP to Mod's and higher....
Wouldn't it actually end up cheaper to stay at a mod resort and upgrade than the Value???
I'm not sure if I am crunching those numbers right.....

I doubt it -- the difference between QSDP and basic DDP is only $10/adult/night at non-peak times (when free dining would apply). I'd think even with 4 adults in a room that a value room would likely be more than $40 less than a moderate at rack rates.

QSDP = $32
DDP = $42
DxDP = $72
Value/QSDP $82 + upgrade to DDP $10 = $92
Value/QSDP $82 + upgrade to DxDP $40 = $122
Moderate/DDP $149 + upgrade to DxDDP = $179

Assuming you are 2 adults and 2 kids, and not factoring taxes/fees in these numbers, you can see it's still cheaper to book Value.
Value/Free QSDP $82 + 2 adult, 2 children upgrades to DxDP (+80+22) = $184/nt
Mod/Free DDP $149 + 2 adult, 2 children upgrades to DxDP (+60+16) = $225/nt

Too funny....DH and I just had this conversation. We are not planning to go this fall, we have to take another trip in July for a convention, but you never know.
I asked him if it turned out that the values got QSDP would that be OK with him. He said that he would want what we have had before...so DDP. I priced it out and since our kids are both over age 10 we would have to pay an extra $40 per day.....we only like to have a preferred room when we stay at a value....so we could stay at a mod, which we prefer anyway, for only another $12 per night.
I can totally see the mods filling up to capacity with that formula in mind.
