If I'm understanding correctly, last year the value resorts got the Quick DP, and the moderates and above got regular DP. Did they allow the Value resort guests pay a little more for the regular DP? And if so, do you remember how much extra per day it was?

This info is not correct - The free dining that was offered for booking last April, and allowed for stays from mid-August through end of September, was the regular dining plan for all levels of resorts. There was no difference between values, mods & deluxe levels at all. Some people did choose to pay the difference between regular & deluxe to upgrade to deluxe dining plan.
The one you're referring to was the 2nd free dining that was offered, and that was for late Fall-early winter (November-December) That offer was QSDP for values, and regular for mods & deluxe. People in values could pay the difference to upgrade to regular plan (thinking that was about $10 a night per adult to upgrade.)

Upgrading to basic from quick service in non-peak season is $10 per night per adult, $2 per night per child.
