Has anyone heard of or used this? Apparently you can load it up with money before you go and use it in the parks. Thought it would be good to get one anytime I had any spare cash put it on there.

i have never heard of this. it would be a good idea.

You can only do this in the US parks.

I used one of these on my last trip to WDW. I found it very helpful in the budget department. We were going to the Food and Wine Festival at Epcot and only wanted to spend a certain amount - we loaded up our cards at the beginning and when it was gone it was gone. Of course you can always add more money!

Actually I had this question as well - if I could use the card at DLP and looked at the back of it last night. It can only be used at DL, WDW, Disney Cruise Line or at the Disney Store.
