A few years ago when we went to WDW and had Free Dining, we ended up with more TS meals than we needed. At that time, you could exchange one TS for 2 counter service meals or a lanyard with a pin. What is the policy now?

I'd love to know too! And can you trade CS meals for anything?

As far as I'm aware that was an emergency measure because there were more people than there was room in the restraunts, meaning some people couldn't use their credits.
Unless things get to that level again, I don't believe you can exchange.

Not for non-food items that I know of. However, we always use extra CS meals for pastries and drinks at the Poly, although the CMs often have no clue what you can get for 1 credit. Last year we sometimes got 2 pastries and 2 drinks, other times 1 pastry and 2 drinks and others 2 pastries and 1 drink. So there didn't seem to be clear policy.

In Sept we had the free dining and upgraded to deluxe. Before we checked out of Pop Century we went to the food court to see if we could get snacks to use up a left over meal credit. They refused us. I was a little bummed we had a leftover credit but it wasn't worth making a fuss over.

When we went in Dec we had 4 CS left on checkout day with ADR at Boma for breakfast. Knowing you get 2 drinks with a breakfast CS I asked, at Mara, if we could order meals but not get the food just the take the drinks. She told me we could get 3 snacks per CS. So we got 12 drinks to take for our trip back to Indiana. Worked out great for us, except for all the potty breaks ;)

Most likely you should be able to trade your TS for CS meals, but one for one, no extras. You can try doing this either by asking your resort concierge to convert TS credits to CS credits, or going to a CS restaurant and saying you want to pay with TS credits (do this before you order). This type of credit exchange, outside what used to be announced for free dining, is not an official policy of the dining plan so don't be too surprised if you're told it can't be done; you can always try another place.
Trading CS for snacks MIGHT be an option at food courts. Whether you can or not, and how many snacks, is apparently entirely up to the discretion of whoever you ask. This is also not an official DDP policy.
I'm also of the opinion that anyone who is paying for the basic dining plan because they feel it might save them money, and is anticipating trading TS credits for CS, should probably check to see if that dining plan will be the best value for them.
