Is there a fee?

I was reading through my contract paperwork and realized there is something mentioned about a "fee" if you cancel and rebook a trip...here's my question. If I book at home 11 mo out and then decide to try somewhere else at 7 mo out do I have to pay a fee of some sort?

The transaction fee applies to bookings outside of the DVC resorts (except for the Disneyland Hotels and Campsites @ Fort Wilderness).
