Does a voucher guarantee a ticket?

We plan on completing our GAD volunteer service this month, but are not going to WDW until May. As long as we have a voucher, are we guaranteed a ticket, even if they have reached the maximum number already? Thanks!

That is correct. Disney could have made its advertising clearing; it is one million certificates, not necessarily one million tickets. Once the certificate is issued it is valid until used or December 15, 2010, whichever comes first.

OT...I know it says the FP option is available until 11, but will it be available after 11? Did the Birthday FP option ever run out/become not available? We'd like to hop to EPCOT around noon-1:00 and use the FP option...
